OIC considers that the Human Rights Council can play its role in the promotion and protection of all human rights by supporting the national efforts and strengthening national mechanisms and institutions. Technical cooperation and capacity building is the most effective, non-politicized, impartial and objective tool at the disposal of Human Rights Council (HRC) in this regard. In accordance with UNGA resolution 60/251, technical cooperation and capacity building at the request of and with the consent of states can play a pivotal role in the enhancement of international cooperation in the field of human rights.
- The support through technical cooperation and capacity building is consistent with the desired objectives of constructive and positive engagements and dialogue in the field of human rights. It is contrary to the challenges being faced by the HRC due to policies of interference in the internal affairs of a State, politicization or naming and shaming.
- OIC believes that inclusive sustainable development is needed for the realization of all human rights. In this regard, support in sharing best practices, modern techniques and technology, quality education and scientific research in the fields of climate change, renewable energies, education, health etc. can pave the way for inclusive and sustainable development. The technical assistance and capacity building program of the OHCHR should help in the operationalization of the right to development.
- Every state, be it developed or developing has its human rights challenges regardless of varying degrees of development. The issue of rising xenophobia, hate speech, racism and racial discrimination especially against Muslims is of serious concern. We urge OHCHR to provide technical cooperation and capacity building services to all the States which are confronting the menace of populist fascist rhetoric against Muslims.
