The OIC expresses its disapproval at the reluctance of some States to participate in the general debate of item7. This item is fundamental and permanent on the Council’s agenda, focusing on the human rights situation in the Occupied Palestinian territory and other occupied Arab territories, as it is the role of the council and states to protect the human rights of Palestinian people. And this Item is not targeting Israel or its human rights situation.
We took note of the reports presented by the HC and the recommendations therein and we express our concern that the recommendations in the reports does not adequately portray the entirely asymmetrical nature of the conflict with one party being occupied and besieged, and the other occupier and aggressor.
The OIC also takes note of the report by the OHCHR on the Database of companies involved in settlement activities, requested in March 2016 and thank them for the work undertaken in producing the report. However, we remain concerned about certain shortfalls in the report. As stated in paragraph 10, the standard of proof used to include business enterprises in the database is “reasonable grounds to believe” that a business enterprise is engaged in one or more of the listed activities. For this we urge OHCHR to publish the names of companies as any further delay will be seen a as setback by all countries and human rights organizations who have supported this initiative and waiting for the publication of names. Furthermore, we would like to emphasize that the mandate creating of the database clearly states that it will be updated annually and is open-ended.
Against the backdrop of continued international paralysis, Israel, the occupying Power, has persisted with its deliberate, systematic and gross violations in Occupied Palestine with total impunity.
The OIC expresses its deep concern for the escalating situation in the Occupied Palestinian Territory. The US announcement and decision to declare Jerusalem as the capital of Israel and its decision to move its embassy to the City is in direct contravention of UN Security Council resolution and the longstanding consensus on Jerusalem. This decision has encouraged Israel the Occupying Power to advance itsviolations and discrimination toward Palestinian people.
The latest passed law by the Israeli parliament that allows the revocation of residency rights of any Palestinians in Jerusalem on grounds of a “breach of loyalty” to Israel, is an example of the occupying power latest violations. By unethically stripping the residency of Palestinians from Jerusalem and depriving the rights of those Palestinians to remain in their own city, the Israeli government is acting in defiance of international law and is violating international human rights and humanitarian laws.
The OIC condemnsIsrael’s illegal colonial settlement enterprise and the wall construction, enacted and maintained by Israeli officials at all levels of the State, combined with explicit statements by Israeli politicians calling for the annexation of the West Bank which demonstrates their aim to permanently control the occupied territory through the annexation and colonization of Palestinian land.
We also condemn in the strongest terms the continuous incitement by Israeli officials and terrorist settlers against the Palestinian people.Settler violence is increasing enormously ,147 incidents of settler violence and terror has been reported in the past year. These incidents caused the death of three Palestinians and 75 injuries, including 19 children, and 110 of the incidents led to damage to Palestinian property.
We express our deep concern of the continued Israeli blockade on Gaza which marked its 11th year in violation ofInternational Human rights and Humanitarian Laws. The deteriorating situation in Gaza has led to extreme poverty, food insecurity and confinement which left the Palestinian people in deep depression and a feel hopelessness.
We are concerned over continued occupation of the Syrian Golan that has resulted in the violations of civil, political, economic, social and cultural rights of the Syrian population. The OIC condemns the Israeli measures in the Occupied Syrian Golan and demands an end to the illegal occupation of the Syrian land.
The OIC calls for the international community to take its legal, moral and humanitarian responsibilities to protect the Palestinian people and support the efforts to end the military occupation of Palestine and to realize its sovereignty over the borders of June 4, 1967 with East Jerusalem as its capital, and to end the Israeli occupation and violations of all other occupied Arab territories.
