On behalf of OIC Member States, I thank the Special Rapporteur for his report and appreciate his efforts and constructive engagement with all the stake holders for fulfilment of the mandate.
OIC States are determined to move toward operationalization of the Right to Development and realize that there is no easy path to achieve this objective. This is not attainable, unless We must overcome our conceptual, political and practical differences, and work together for realization of the Right to Development.
The most pressing issue remains the rhetoric of questioning the basis of this fundamental right by some certain countries which serves no useful purpose. The acceptability of Right to Development as a basic human right is universal as proclaimed in the Declaration on Right to Development, the Vienna Declaration and Program of Action, the Addis Ababa Action Agenda and Sustainable Development Goals. The UN Charter and the two Covenants also provide for creating favourable conditions and environment through international cooperation whereby everyone could enjoy their economic, social and cultural rights as well as civil and political rights.
Rather than indulging into the political divergence on conceptual aspects of Right to Development, we must focus our energies to address the ways and means of implementation of Right to Development for all.
While we underline the role of genuine dialogue and international cooperation to overcome the existing challenges and low level of engagement of some parties and relevant international bodies in the ongoing discussion regarding implementation and realization of the right to development, we are of the view that there is a need to get focused on the means of implementation, including capacity building, provision of financial and technical assistances, and technology transfer.
In this vein, OIC requests the Council to foster their efforts for finalizing consideration of Criteria and Operational Sub-Criteria conducive to implementation and realization of the right to development.
