I have the honour to deliver this statement on behalf of the OIC Member States.
We thank the High Commissioner for his update. The OIC supports all efforts for the protection and promotion of all human rights, based on the principles of universality, impartiality, non-selectivity and transparency. We strongly believe that states have the primary responsibility for the realization of fundamental rights of their citizens. In achieving this objective, OHCHR’s advocacy role remains important by providing advisory and technical assistance to member states in fulfilling their human rights obligations.
The OIC believes in the importance of technical assistance and capacity building to enable countries to implement their human rights obligations in a practical way. Technical assistance should be provided at their request and in accordance with their national priorities and circumstances. In this respect, the OHCHR should adopt a balanced approach to various categories of rights, avoiding prevalence of monitoring activities over capacity building.
While striving for our common objective to ensure the realization of all human rights, we should not be misguided or mislead by political objectives. Politicization and selectivity not only erode the trust and confidence of the people but also undermine the very core of human rights institutions.
We believe that the UN Human Rights machinery should aim at improving the human rights conditions around the globe through sincere cooperation and mutual understanding with due respect to different cultures, as well as religious and moral values.
The success of the work of the OHCHR depends on the availability of regular budgetary resources as increasing dependency of the Office on extra-budgetary resources skews the priorities set by inter-government processes in favour of donors.
We also strongly support an equitable geographic representation in the composition of staff of the OHCHR especially at senior positions in order to preserve the impartiality and credibility of the Office.
The ongoing grave and systematic violations of the human rights in the Occupied Palestinian territories continue to be a serious concern. We believe that the international community has to uphold its responsibility by ensuring accountability of all violations of human rights and humanitarian law in internationally recognized occupation situations.
