We take note of report of both Special Rapporteurs which address the different dimensions of terrorism-a phenomenon which has manifested in the most despicable forms and has affected the lives of billions of people across the world.
Pakistan is fully committed to combat scourge of extremism and terrorism which has affected human rights and fundamental freedoms of all its citizens, in particular, victims of terrorism. The people of Pakistan have suffered the impact of terrorism and extremism, previously unknown to them.
Our nation took a collective conscious decision and resolved to fight and eliminate terrorism particularly after the 2014 terrorist killing of 154 school children in Peshawar. We have lost more than 65,000 men, women and children in terrorist incidents all over the country. Thousands of personnel of security forces have lost their life or have been injured. For us, combating terrorism is not a matter of choice, rather an imperative.
A comprehensive strategy, involving forceful law enforcement actions and targeted military operations across the country has been adopted. Our military operations against terrorists, Zarb-e-Azb and Radd-al-Fassad are producing significant results. The recent terrorist attacks, including on a Sufi Shrine, are reactions of desperate individuals with external support.
Pakistan attaches great importance to the implementation of the Global Counter-terrorism Strategy (GCTS). Our National Plan of Action deals with both terrorism and extremism. Specific measures have been introduced, such as the law prohibiting hate speech, strict vigilance over proscribed organizations, law for preventing abuse of cyberspace by terrorists and extremists and strict regulation for terrorism financing and its implementation, among others.
