We take note with appreciation of report of the Special Rapporteur on the Rights of Persons with disabilities, which focuses on guidance for States on how to ensure the provision of different forms of rights-based support and assistance for persons with disabilities, in consultation with them.
International human rights law requires States to provide persons with disabilities access to appropriate support to carry out daily activities and participate in society. The Convention on the Rights of Persons with Disabilities clearly stipulates the obligation of States to ensure access to a wide range of support services to persons with disabilities, and provides a comprehensive framework for its implementation. The Convention on the Rights of the Child also recognizes the obligation of States to ensure the assistance required by children with disabilities for achieving their fullest possible social integration and individual development.
We believe that rights- based support and assistance should not be a matter of choice, it is an obligation and a moral imperative. Due to resource constraints, the sustainability of support services and arrangements represents a major challenge in both developing and developed countries, but this should not be allowed to become an impediment in extending necessary support and assistance to persons with disabilities.
Guaranteeing access to support for persons with disabilities is an essential condition to ensure that no one is left behind in the implementation of the 2030 Agenda for Sustainable Development. In line with SDGs, Pakistan is fully committed to create an inclusive society and provide an enabling environment to persons with disabilities. In addition to family and community, persons with disabilities are provided support and assistance through disabled persons organizations (DPOs), civil society organizations, and social safety-nets and by Government departments. As a state party to Convention on the Rights of Persons with Disabilities, we have also established National Council for Persons with Disabilities with the view to bring all stakeholders, including persons with disabilities to deliberate upon challenges faced by persons with disabilities and how to best provide them with support and assistance.
We would like to seek views of the Special Rapporteur how to share best practices and lesson learnt of rights-based approach to support and assistant the persons with disabilities.
